Because one shouldn't tolerate racism.
If you follow that line of thought, you must be perfectly willing to accept being turned down for a job at a private company simply because you are white/black.

Why not give scholarships to those who deserve them? Get good grades, do well in sports, or excel in some specific area (' I.e math, science, language ) you get a scholarship. Reguardless of race or ethnicity.

Giving to black people only, is to help assure that they get their best shot.
White people are viewed as having that best shot by default. Plus there are plenty of scholarships that are open to white people, and the mostly white people apply for anyways.

What people fail to realise, is that there are black only scholarships to help black people actually get into college, and reach their potential.  
White people, generally speaking, don't need that sort of help.  
America, and the world, is still relatively racist to black people.  

Giving to black people only, is to help assure that they get their best shot.  
White people are viewed as having that best shot by default. Plus there are plenty of scholarships that are open to white people, and the mostly white people apply for anyways.
